hThe latest update shows the National Disability Insurance Scheme (NDIS) came nowhere near to hitting its estimates for enrolees.

The NDIS even missed its transition phase targets after those estimates were cut in half in the last few months.

The NDIS is supposed to enrol 120,000 new participants from July this year until July 2017, meaning that 20,264 should have been on board in the first quarter from July to September.

Just 7,440 signed up during that time.

The NDIS later cut its original estimate down to just 10,529 new participants.

“That number is significantly lower than what we would have expected in the last financial year, if we'd been looking ahead,” said Mary Mallet, CEO of Disability Advocacy Network Australia (DANA).

A big part of the low signup rate is the fallout from an IT glitch in June.

NDIS has a huge challenge ahead to meet its targets for 2019, by which time it should have 460,000 participants.

The latest quarterly report had one bright spot — the scheme is still on budget.
